You can’t just buy Photoshop outright from the App Store for a flat fee and use it forever. This is because Photoshop is based on a subscription model. You’ll immediately be confronted by a welcome page that asks you to sign up or sign in to proceed further. Wait for the app to finish downloading, then tap Open in the App Store or tap the app’s icon on the home screen to open it.
Depending on your security settings and whether you’ve recently installed another app, you may or may not have to enter your Apple ID details and password, or use Touch ID or Face ID to verify the ‘purchase’ (even though it’s free at this point). Tap the Get button next to the entry for Photoshop to start the download.
